When The Divine created the various worlds, they imbued each world with elements the inhabitants can use to defend themselves. At one point, all people were able to use magic. As technology advanced, human society began to rely on magic less and less until the vast majority lost the ability to use it. In Divine Spiritseer culture, they are not heavily reliant on technology, allowing the majority of the species to use magic.
